The drop looks fairly large and it's seen against a dark background. I would suspect a single water drop like this would be visible as a single line. I can't offer an explanation of what's causing the strobing.

It looks fairly large, much too large for a single drop at that distance. None of the strobe explanations are satisfactory. What energy source would produce such height?

My best guess is a shiny coin tossed into the water, catching the sun as it rotates.
