I can echo the comments already made.  Do not buy cheap filters and do not buy a cheap flash.

Regarding filters:  why and what?  You do not need UV filters.  The use of UV filters to protect the lenses is controversial...even if you have expensive lenses.  You have inexpensive kit lenses and the cost of decent multicoated filters is way too high.  Forget the circular polarizer filter.  You have the kit lenses and the front elements rotate during focusing.  Use of a CP filter with the sort of lens is barely possible and way too frustrating for routine use.

If you need a flash, buy a Canon 430 flash.  It will last and will be compatible with your camera and the next Canon camera you buy.

Finally, you can indeed find a suitable tripod in the range of about $150-200.  Every tripod is a compromise.  You will need to find the compromise between sturdiness, weight, height, folding length, rated weight, cost, etc.  I could not make any recommendations without a lot more details about the intended use and features you want.  For myself I bought a Slik 340 tripod with a ball head.  I think it was about $135.  It will handle the weight of my camera with a 100-400 lens.  It is light weight, about 3# including the head.  It folds to about 15" so it fits in my luggage for air travel.  I generally carry it hanging from my belt and often hike all day with it.  On the negative side, it is barely sturdy enough and does not work well in anything stronger than a light breeze and it is too short so I have to bend to use it.
