How does it come about that a photo has only "those few seconds" to make an impact? Who's minding the stopwatch? And what's "impact" anyway?

Like you noted, it's context.  If you are selling in a gallery, you get a few seconds...  If your image makes an impact, the visitor may take a closer look and maybe even buy.
