For the kayaking community -- hello, CAcreeks -- this is the North Santiam River, below Detroit Dam, at the ghost site of Niagara that once could boast that it had the smallest United States Post Office in the world. Now what once was Niagara is a county park (Marion County). No structure, other than a steel stairway from a parking area well above the river down to an observation area from which this photo was taken, remains on the former site of Niagara, and the area has ferally reverted to a wild state.

The satellite photos of this area at Google Earth and are very poor.
