No it isn't. That describes three AF point selection modes, none of which is spot. One is single point (which every Canon DSLR has), but that's not the same as spot. The two modes the 7D has, which the 70D appears not to have, are spot and expansion. Spot is useful in a small number of quite specific circumstances. Expansion is, IMO, the most useful mode for sports photography. It's a shame Canon seems to have left both out of the 70D. If I could choose only one of those two to add back in, it would be expansion, but ideally, I'd have both.

It's always possible that Canon will put them back with a firmware update. This seems to be happening quite a lot recently - they omit a feature from the initial release, then put it in a few months later with a firmware upgrade. Looks like their R&D is having difficulty keeping up.
