Low light video quality and the importance of shutter speed.

I'm new to the video functions of the canon DSLRs, but while taking videos indoors at night, with normal normal lights on, the video turns out very noisy. I'm thinking that lowering ISO and shutter speed and increasing the aperture might get better results. But before I do that, I want to understand the importance of shutter speed in video, is it just for exposure?
