Thanks for detailing the Mode P method, but the camera would still randomly assign aperture/shutter/iso combinations instead of allowing me to fix Aperture while maintaining the lowest "floor" for shutter speed, so it can spit out the correct ISO above that minimum.

Are Sony engineers really this incompetent? Or is this a CPU/chipset limitation issue?

That may be if you're using Auto ISO (I don't - not a moral issue just a limitation on my experiences with this issue as it affects other users).
