Comparison Chart. Note that the x86 (32 bit versions) can use a maximum of 4GB of memory, no matter how much you have installed. It doesn't make any difference if you're using a Pro or Ultimate version of Windows 7. It still won't use more than 4GB if you use a 32 bit version of Windows.

But, some of that 4GB is used by hardware resources. So, in reality, the OS and programs will only be able to use around 3.25GB of memory, no matter how much you have installed.
Since the Operating system and drivers use a portion of that 4GB (or more like 3.25GB), even less is available to programs.
Your system specifications look great, except for the 32 Bit Operating System. Basically, all of your memory above 4GB is not being used with a 32 Bit Operating System.
You need to install a 64 Bit version of Windows to make use of your memory. Note that you can not do an in place upgrade for 32 bit to 64 Bit Windows 7. You'll need to perform a clean installation of the Operating Systems and all Programs to use a 64 Bit OS.
It sounds like someone gave you some bad advise along the way -- perhaps convincing you that since you're installing the Ultimate version, more memory could be used. That's not the way it works. You need to install a 64 Bit (a.k.a., x64) versus 32 bit (a.k.a., x86) version of Windows before it will recognize and use anything more than the first 4GB (and because your hardware makes use of some of it, only around 3.25GB of that first 4GB will be usable by the OS and Programs with a 32 bit OS).
So, I'd get a copy of a 64 Bit version of Windows (for example, 64 Bit Windows 7 Home Premium, Pro or Ultimate; or Windows 8) and install it so that more of your memory can be used.
