Swirly Bokeh

Pentax FA 77mm f/1.8 Limited

I always thought the Pentax FA 77mm f/1.8 limited had the right amount of swirly bokeh.  Petzval lenses are also known for swirly bokeh, but these older lenses can get very extreme.

I think you are very right though, you have to have the right subject/background isolation, too close or too far and the effect seems to diminish. I think I have some photos at home with stronger effect, but this is what I have access to:
