Going full frame - wide angle lens?

I'm upgrading to 6D and want to complement my lens collection with a UWA lens. I'd rather not spend more than US$1,000. Another requirement is that the lens should be able to take filters.

The widest full frame lens I have at the moment is the 24-70mm.

Canon 17-40 f4L looks like a good choice, but I'm concerned with the overlap in focal length compared to 24-70.

Canon 16-35 is a bit too expensive for my budget.

Tokina 16-28 is perfect in terms of focal length but doesn't take filters.

Sigma 12/24 II is also interesting but IQ may be a concern?

A 14mm prime would work too, but they tend to be expensive...

Any thoughts or advice on what I should get?
