Jagged edges

Im guessing this to be a lens related issue.

The image was taken on a D700 with a nikon 70-200mm 2.8 with a nikon 1.4x TCII. 1/320th at F16

I've used this combo before and have never seen this edge jaggedness - See the turbine blades and column edges, more apparent in the ones further away..
The shot was taken hand held in high wind with the blades turning but its not shake or vibration. It can't be file corruption or edge artifacts as the vegetation in the foreground is fine and regardless of the amount of sharpening I apply to the image, the jags are still apparent.

Oh and its apparent in a 16bit Tiff.

Does anybody have an Idea of what is happening?
