The cases where you will get a uniformly blue sky are limited due to the wide angle the polarizer has to cover; intensity varies with the angle. So don't expect too much from that.

You can fix (en-bluen) uneven skies in post via burn/dodge/digitalgrads... removing reflections from fields of grass and wildflowers to reveal the flora colors, almost impossible.  For me the 24TSE+82mm PL combo is pretty much standard.
