The 650D is pretty cheap online and people tend to praise its Live View, so effectively it would be my cheap temporary upgrade.

I can understand the case for getting a 650D, but not as a temporary solution. The problem is it forces you to choose the 17 mm TS-E, which (I assume) wouldn't be the lens you want when you have a full frame body.

It would be the lens to want on FF. With an 1.4x TC it is both a 17mm and a 24mm solution, and with great results. Try that with the 24mm on its own...

But I do quite like the 24 with a 1.4 as a landscape option on FF

What I really want is a 17 and a 45 combined with 1.4x and FF and crop bodies.

I am never an advocate of buying EF lenses instead of EF-S "in case I upgrade to full frame one day", but this is different. The T/S lenses benefit greatly from being used on full frame and having one makes full frame more than just a vague future possibility.

But if on the other hand you've now made a decision to stay with crop bodies for the foreseeable future, then I would grab a 60D at the current bargain prices, if only for the better pentaprism viewfinder.
