The 18-55 and 55-200 that were sold with the D3100 (and even the D3000) were both VR. Even the 18-55 (and I think the 55-200) that came with the D60 had VR.

D3100 includes the 18-55mm Zoom-NIKKOR lens and AF-S DX Zoom-NIKKOR 55-200mm lenses, ideal for shooting wide through telephoto subjects.

Nikon has a newer "non-VR twin lens kit" & a "VR twin lens kit".  Maybe Nikon still has an inventory of older glass to get rid of. For the OP & anyone else, the "VR twin lens kit" would be the better value.
