When I first looked at the shot I figured wind + NR. Not just because you see the house on the right being sharp, but because you can see power lines in front of the trees and the building and cars behind the tree being sharp. Plus there's variation in the blur between some leaves and others.

I agree with baobob. 480 while being more than fast enough for most shots, wind through the trees needs 1000 or even 1600.
