I ran into that with Office 2007 and Office 2003.  We wanted to push 2007 out to the office, but many didn't like the ribbon and "didn't have time" to learn something new.  Of course many of them were so familiar with Office they used keyboard shortcuts anyways, which work the same on 2007.  The change was necessary since we were beginning to implement SharePoint and Office 2007 offered better integration than 2003.  Later, once they actually sat down to use it, they learned to like 2007 and the features it offered.
