I like your plan overall.
But if you really want the 10-22 (and it is an outstanding lens!), as much as I recommend the 15-85 IS as a general lens (mine stays on my 60D), I'd suggest you buy the 24-105L IS to go with the 10-22.
Then you might even re-think the 70-200/4 IS and get the impressive 100-400L IS instead (used for around $1100). This will all end up about the same cost overall for your final kit, but you'll be covered with quality lenses from 10mm to 400mm! That's equiv to 16mm to 640mm on FF! And the two "L" lenses will be available if you ever decide to buy a FF camera.
Man, everytime I think I have it, you guys offer more impressive options. I am going to have to research all of these over the next two weeks and make my choise. 10-400 sounds impressive, but these lens are all $$$. Im am going to go check these all out at my local shop and really play with all of them Then I will choose my first lens.
Where is best bet to purchase used lens? My local shop does it. Any sound online options?
FWIW, I think the 15-85 is a better choice on a crop, even if you are going to get the 10-22. Some overlap in focal lengths is a good thing in my opinion--less lens swapping. With the 24-105 on a crop, anytime you need a WA, you'll have to swap to the 10-22. Not so with the 15-85. Also, the 15-85 is substantially less expensive, and has 4-stops of IS vs. the 24-105's 3-stops.
Sounds like you're going round and round on a telezoom. As I said in another post, the focal length range you select should be driven by your intended subject matter. The 70-200 f/4L Is is great for outdoor portraits, and relatively nearby events and sports. But for birds and wildlife you'll need something longer, like 400mm.
