For landscape photography: Where do I focus for lake or river scenes?

Most of my landscape photography, I can usually find some object (tree, rock, fence post, etc.) at some distance to focus upon. With a small aperture like f/16, I achieve good depth of field (my ultimate desire.) Lately, however, I have been visiting lakes and rivers, and no object exists at any near distance. The scene is just an expanse of water with a distant shore. Should I follow the conventional rule and focus 1/3 of the way into the scene, or should I focus on the distant shore? Any suggestions?
