The 70-300 might be "good enough" but as noted above the 300 f4 would be much better.  My experience is that the 70-300 just doesn't focus as fast or as surely as the 300 f4.  And at the speeds that you'll need to shoot to capture fast moving boats and water sprays, you are going to need to turn off the VR anyway.  It won't help you and may hinder you in those conditions.

Do you use a cpl?  Here too the extra stop of the 300 f4 might make a significant difference.  Rent both for a weekend and see.  But if this is a paying job or a regular gig, the higher level glass is a good investment.
