I must be a really, really slow learner.

To be honest, this is a pretty good question.

I think a somewhat intelligent person could probably remember the basics if studying for a couple of hours. That a wider aperture decreases DOF. That everything is kind of related, if you widen aperture a step, then increase shutter speed a step and vice versa...etc.etc.etc...but then I don't know for sure about remembering all, 'cause if you throw in lots of sort of other basic stuff, like lighting, it gets more complicated with guide numbers and how to figure aperture etc. etc. and metering and compensation for different scenes, snow, beaches, forests....but just for the very basic, basics...maybe a person could remember most, but to learn it may be something else. If a person remembers the F16 rule, and how to apply it relatively according to the reciprocals...maybe. Or remember by say like one of the old charts included in a Kodak film box.  If that's what you mean by basics?

However, putting this knowledge into practice involves a few more hours, like maybe a lifetime.
