The Panasonic TS5 has an anti-fog lens, not lens coating (which would be irrelevant as you say). Must have something to do with the housing, but I have no details.
What else can this mean, "anti-fog lens", if not coating? I guess they could have a heating element to keep the lens temperature above the dew point, but that would drain the battery very quickly.
Since, as you say, a lens coating is irrelevant why do you assume it is a coating? You think they are committing fraud, do not have your knowledge of photography or know something we do not? In any case they do not say anything about a coating and I agree that it would be nice to know what Panasonic actually did to lower the incidence of lens fogging.
I think they mean a coating to resist the fogging from the outside of the camera.
