It has to do with a few factors, and yes on the 14mm lack of IS is an issue. However, program does also make difference, if you look at DXO scores. Panasonic's m4/3 line camera choose a higher ISO than needed(even with IS turned on), just to be sure the shot isn't blurry(yet it's easy to get a blurry shot with them). Can't fully speak about how Olympus models are programmed, but i am sure it's a similar way.
