What is 100%?

Does this mean twice the size of the original image (as on the computer screen)?

When using Picasa, I often view my images at "1:1".  I do this to have some indication if my image will show strong sharpness when I make enlarged prints.  It appears to just about double the original size.  Is that what's meant by "viewing at 100%"?  I can still view the entire image on my computer screen.  And this gives me a roughly 8X10 image size (give or take).

Or does this mean blowing up the image SOOOO large that one can easily recognize the single square pixels?
