My best option for a "budget" longer telephoto?

Folks,

I am thinking about adding longer range to my kit primarily for wildlife and also for some kids sports photography. I currently have a D7000 but will soon be adding a full-frame as well. I like to keep my expense for this below ~$800. As such, the two main options I am considering are the following:

I) Get a Nikon TC-20e III (or perhaps TC-17e II) and use it with my 70-200 f/2.8 VRII

II) Get a Used Nikon 80-400 f/4.5-5.6D VR

Would appreciate it if you share your thoughts on which option you think may be better, and why? and/or if there are other options I should consider?
