Creativity vs. IQ ... Which one has more weight?

Assuming a normal person without disabilities, you need both legs to walk.  Neither is more important.  You can do without one or the other but hopping doesn't get you far without a lot of sweat.  Or you might limp a bit if one leg is slightly impaired.

Similarly with the creative and technical aspects of photography: impair either and the image limps.  It depends on the specific subject and purpose of the shot which one can be (partially) sacrificed.
