Depends - is the "not tack sharp" or the noise part of the theme of the image itself?

If it is, then it doesn't matter.

If the noise and softness is extraneous to the image then, no,  I wouldn't consider it good.

I take pictures of castles and ruins - it doesn't matter how colourful and creative an image is, if it's blurry then I delete it.
