You weren't the first one to try out the camera

After firing off maybe several small batches of tests for dust/oil issues, using a blower anc rechecking each time for a total of maybe 50-60 shots, I checked my shutter count using as recommended elsewhere and found that it shows 178 shutter actuations.

Is this within the norms for a brand new camera?

No, it indicates that someone took a few test shots with the camera before you did.  A new Nikon body will show a shutter count of 1 after you take the first shot, i.e., it leaves the factory with a count of 0.
