It depends on the type and extent of the image quality deficits.  When they are to the point of being annoying distractions, then it's hard to appreciate the content of the picture.  People are likely different in what they find annoying.  A bit of noise and lack of sharpness don't bother me, but blown highlights and obvious geometric distortion do.
