Well, to avoid straining average and legacy users' systems and bandwidth, the idea is to only serve Retina images to devices that actually have Retina displays (once again, we are assuming Retina users have great network bandwidth). So, a non-Retina screen would get only the standard web resolution image, so the fact that they can also reverse-pinch-to-zoom doesn't benefit them as much as a Retina user who actually has a high-res image worth zooming into.
