When filming a private trade school with some minors, who decides to give the authorizations?

It is a hypothetical question of course, lets say you are invited to a school event to film teachers at a event, this is not a professional job but they trust you since your a parent, should you get authorizations to film at the school or should the school announce this,

In British schools it is part of the conditions of a student's attendance that said student will be available for any legitimate school photography, including..

1) .. for school's record card...(annual ID picture update is mandatory in UK)
2) .. for school publicity, class photos, year book, web site, brochures, prospectus, etc.
3) .. for news and sports reports, to local press and TV, etc.

Basically, the school deals with it.
