For me, scrolling the Win8 start screen horizontally using a mouse is not the problem.  When I use regular windows, I don't view folder contents using icons since they take up too much space and force scrolling the screen too much.  I use LIST view 90% of the time and DETAIL view when I need to see details.  List view allows seeing the maximum amount of items at a glance with minimal to no scrolling required.

Win8's start screen with the tiles is similar to icon view of folders which I don't like.  Too little information verses real estate used per item.
