So in other words, businesses will be burdened with the collection of hundreds or thousands of variations on use tax (not just rates, but also, the definitions of what is taxable)?

And individual taxpayers will STILL be burdened with separately reporting use taxes for some of their interstate transactions?

I guess "one rate for all 50 states", "one rate for each state", or even "one rate for each (state, 5-digit Zip code) combination" wouldn't keep enough public and private bureaucrats and business software vendors employed…
