For the most part I leave VR on unless I'm certain that I will be shooting above 1/focal length shutter speeds. But then I do a lot of available light shooting.

I use VR if the ground is moving or the car, or the plane and even a helicopter (Aerials).

When the camera shakes or moves, I will OFTEN use VR ...successfully!
