Funny, I wasn't aware that the States that collect "use tax' were doing so with the consent of the Congress, and were generously donating the proceeds to the Treasury of the United States.

These are not import tax or duties. That occur with goods brought INTO a country, not between states. That is what import means - into the country. I declare and pay use tax which is the equivalent of a sales tax, on my large internet purchases (those I keep track of) when I file my California income tax. There is a line item for it.

If you bring an automobile into the state you must declare and pay use tax on it when you register it if you bought it when a California resident. With automobiles it is easy to trace because it has a purchase history and you must register it. That is why if you are out of state and considering a job in California and buying a car. Buy the car before you accept the job. If you do so after you accept the job, you must pay use tax on it. That's the way it has been for years.
