Well, duh. Obviously extension tubes do not make bokeh, but I'm certain they DO influence it. You are right though, I could have put it better in the title.

Extension tubes does influence magnification ratio and related DOF. As a result, with extension tubes you can get closer to the subject and reduce DOF, making subject isolation more significant.

That being said, "bokeh" is word used to describe transition rendering between if and oof areas and thus is related to the "quality" of blur, not the "quantity".

In other words, extension tubes has nothing to do with a bokeh, but using them you can achieve larger subject isolation.
