Check you local camera shop. My Vanguard tripod has a hook beneath that you can hook a weight bag (maybe sand) that will add weight beneath the tripod which will add support to the tripod. Also, there are weight bags available that will tie to each leg which is filled with sand to add support to each leg.
I having a background attending craft shows using an E-Z Up tent. You can create many different supports with weights to support your tripod. One good method is the use of PVC pipe (3" or 4") filled with concrete. On one end you use a flat or rounded end cap with a closed screw eye that can be attached to the center hook of your tripod or to each leg of your tripod using bungee cords. You can make your weights as short or as tall as you like. Use the round, ball head bungees (purchased at Wal-Mart) in a package of (4) for about $2.00 in the sporting goods area. This should give you all the support that you would need in windy conditions. The weights are portable and can be used when needed.
You can also use barbell weights that can be purchased at any sporting goods store for weights beneath each leg. These are a bit more expensive than the PVC pipe.
