Yes, it is normal. In a sense, the E-M5 IBIS has to work even when it is off. The sensor is held in place by electromagnets. These have to work at full power during the exposure just to make sure that the sensor stays put. With IBIS on, they additionally move the sensor so as to counteract camera shake. With IBIS off, they just hold the sensor fixed. Both situations produce the "fanning" sound.
