Photo Quality with D7000 + Tokina ATX Pro 12-24 f4

Guys,

I took some pictures while in DC this weekend and I am fairly unsatisfied with the results from my Tokina at f4. I recently had my D7000 serviced for back focus by Nikon and I am very confused  if it was not repaired correctly or if this is normal for this lens.

If someone has the same camera and lens and could provide advice I would appreciate it.

The images seems washed out and unsharp but I am not sure if they are soft because of the nature of the lens or they are back focusing. Also used my nikon 35mm 1.8f and 18 - 200mm VR II lens during the trip and the images from those lens seem to be mostly good.

From the reviews i read the Tokina is suppose to be a good lens, so i dont understand why my pictures seem washed out...
