I have a Nikon D 300s that has a proof? mode on the image so that it can not be altered.  It is acceptable in court cases, as far as I know.

Of course, I wouldn't want to carry it in my car all the time.

The APS format is specially good for this since it is very difficult to get at the negative.

I think old polaroid would also be good and I believe it is still used for this.
