Small correction. That should be a shift & tilt lens, not 'pan & tilt' as in tripod heads.

In fact the only movement needed here is the shift, if you can find a cheaper option with only that movement. The only T&S lenses I've seen for DSLRs are more expensive than buying a complete view camera, although that's non-digital.
