Hi, Yes it is.

It sometimes creeps in even with BDs specifically designed to be used with Speedlites! It's one of the reasons why relatively wide angle grids are popular for BD-with-Speedlite setups.

The trouble is, the more you design out the hot ring you describe, the more efficiency from the modifier overall, drops. And BDs are not that efficient to start with. Some people use an omnibounce but cut off the 'lid'. Some arrange the central reflector to be oversize and convex to the fresnel. Wide angle grids may help. It's one of the reasons why the new crop of bare-bulb style Speedlites are going to sell quite well. Cheers
