Ansel Adams wrote a three book series on creating photographic images.  One of those books is entitled "The Camera."  This will tell you everything that you would ever want to know about why tilt and shift is important, and how to employ the movements to produce the image that you want.  FYI, the other two books in the series, "The Negative," and "The Print," are also excellent.  Might as well buy the set.  He really was the ultimate master of the craft, and the things that he did to manipulate images at each stage of the process were a foreshadowing of the things that we now take for granted in programs like Lightroom and Photoshop.  Amazing.
