As the title infers, is going through the conversion process from raw to jpg worth the effort and time to create the jpg's for input to a HDR program or is it just as good to start with jpg's out of the camera?

I think it is, and for my "best shots", I convert to Tiff first. I don't send the unprocessed raw through the hdr software, as I think Capture One and Lightroom give me better color conversion.

I tend to fix the white balance, sharpen, noise reduction, some clarity, and lens correction before I convert to a jpeg or tiff; and before my hdr software gets the files.
