Why are you using Auto ISO with flash in the first place? Never, never us Auto ISO with flash.

I know this is a lame excuse.  It just worked great for me with D90... I always had it on regardless of flash/no flash, and it just sat there doing no harm and only kicked in when necessary.

That is not a lame excuse at all. Using the strengths of the equipment is a good thing.

D7100 adds a great option to automatically adjust the minimal shutter speed based on effective FL, but why choose ISO 400 when using flash??? What do i miss?

You missed someone deciding that "hey our high ISO performance is so good that we'll pretend it's just as good as base ISO and allow more ambient, because everyone wants fill flash and natural light". Nikon lost the plot as far as I'm concerned. If I wanted natural light I wouldn't pop my flash up. If I want high ISO I'd set the ISO instead of having auto ISO on with a lower minimum set. At least for now it seems like it can be worked around with any flash that supports commander. I never saw the point in owning a flash that didn't. (And I've argued the SB-400 is pointless before, though it's won me few friends)
