If you are driving a car, you should not have the ability to get a camera out to take pictures.  Unsafe.   The idea of taking a camera with you is to take pictures at places you go to now driving along the way.  Distracted driving.

Have you ever tried to text, eat a Big Mac, read the paper, apply makeup and drive all at the same time? It's just about impossible to take pictures while doing all this. Somethings got to give. But hey, I don't have to worry about the makeup, so maybe I could snap a picture now and then.
