Given that the shot is within the focal length range of the 70-200, but can a f4 lens get that blurred effect on a landscape shot?  Or do you HAVE TO HAVE larger f2.8 aperture?

The f2.8's can isolate a subject easier than the Nikon f4.  But maybe that kind of picture is doable for an f4?


You can certainly get a good deal of that effect at f/4.  Not as much as the f/2.8, but you'll certainly get the separation and bokeh effect.
