To get the same IQ as m43 with Panasonic 12-35 f/2.8, you only need a 16-85 or 15-85 for APS-C, 700 USD-ish plus more reach; for FF it is even better, with nikon you just need 24-85 VR for 600 USD, for canon 24-105 would be an overkill.

To get the same IQ as m43 with Panasonic 35-100 f/2.8, you only need 70-200 F4 IS for apsc, or  70-300 VR/ IS for FF, these 70-300s cost 600-700 USD.

OP's contention is correct, if you want the same IQ, you pay less for lenses with APs-C, cheaper again with FF. if you pay the same money for lenses, you get better IQ with APS-C, and significantly better IQ with FF.
