That description of the noise seems to fit more with continuous auto-focus. The OIS does also make noise though.  I just tested mine and could hear slight clunking noises if I held the camera up to my ear and moved it other than gently.  The noises are very faint and I couldn't hear them when holding the camera in normal shooting position with eye up to the viewfinder (nx10).  I'm sure they'd be audible on video recordings but I don't use the camera for that purpose.

The 18-200 was designed to be quieter for video use, hence its much higher price.  Perhaps someone who has one can comment on whether it really is quieter.

Apart from the Samsung 18-55 and 50-200, the only other OIS lenses I have owned are the Nikon 55-200VR and 70-300VR.  The 55-200 was just audible but not bothersome.  The 70-300 was noticeably clunky, probably due to the greater weight of its moving element/s.  It was quite audible during normal use.  At first I thought mine was defective and questions are often asked about it in the Nikon lens forum.  In fact it was quite normal and of no consequence.
