There is an improvement in noise, as ISO 100 will result in half the shutter speed or one stop wider aperture over ISO 200, but it does increase the chance/severity of blown highlights.

You could achieve the effect with an ND filter.

Actually, you can't.  If you use an ND filter, the camera will either use a lower shutter speed or wider aperture to compensate, whereas ISO 100 simply overexposes ISO 200 by one stop.
