Sunny conditions may make it easier to choose the setting appropriate for the effect you are after.  However, too sunny and you will not be able to blur the running stream unless you add a neutral density filter.  It may also limit you to some extent in opening you aperature wide enough to isolate your subject.  There are as many different answers for each question as there are questions.  If you are just starting out in DSL photography you should conside posting in the Beginner's Questions Forum on this site.  Good luck and good shooting.
